1. THIS MILPER MESSAGE WILL EXPIRE NLT SIX MONTHS FROM RELEASE DATE.

2. THIS MESSAGE ANNOUNCES THE OFFICIAL GUIDANCE TO IMPLEMENT ARMY DIRECTIVE

2012-16.

3. EFFECTIVE 14 MAY 12, THE PORTION OF THE 1994 DEPARTMENT OF DEFENSE DIRECT

GROUND COMBAT DEFINITION AND ASSIGNMENT RULE (REFERENCE B) THAT PERMITTED THE

SERVICES TO BAR THE ASSIGNMENT OF WOMEN TO UNITS AND POSITIONS DOCTRINALLY

REQUIRED TO PHYSICALLY COLLOCATE AND REMAIN WITH DIRECT GROUND COMBAT UNITS WAS

RESCINDED (REFERENCES C AND D).

4. AS A RESULT OF THESE CHANGES IN POLICY:

A. THE ARMY IS PERMITTED TO RECRUIT AND TRAIN FEMALE SOLDIERS FOR AND AWARD

FEMALE SOLDIERS IN THE FOLLOWING MILITARY OCCUPATIONAL SPECIALTIES (MOSs): 13M

(MULTIPLE LAUNCH ROCKET SYSTEM (MLRS) CREWMEMBER), 13P (MLRS OPERATIONS/FIRE

DIRECTION SPECIALIST), 13R (FIELD ARTILLERY FIREFINDER RADAR OPERATOR

SPECIALIST), 91A (M1 ABRAMS TANK SYSTEM MAINTAINER), 91M (BRADLEY FIGHTING

VEHICLE SYSTEM MAINTAINER), AND 91P (ARTILLERY MECHANIC). THESE MOS ARE NOW OPEN

TO FEMALE SOLDIERS IN ALL COMPONENTS.

B. THE ARMY HAS PERMITTED THE ASSIGNMENT OF FEMALES TO OPEN SPECIALTIES IN

THE FOLLOWING TYPES OF ORGANIZATIONS: HIGH MOBILITY ARTILLERY ROCKET SYSTEM,

MLRS, AREA CLEARANCE PLATOONS, HEADQUARTERS SECTION OF CLEARANCE COMPANIES, AND

TRAINING BATTALIONS/OPPOSING FORCE UNITS.

C. POSITIONS, SPECIALTIES, AND UNITS AFFECTED BY PARAGRAPHS 4A AND 4B WILL NOW

SHOW A DIRECT COMBAT POSITION CODING OF P2 (OPEN). ORGANIZATIONS USING THIS

CODING SYSTEM WILL MAKE SUCH CHANGES IN APPROPRIATE DOCUMENTATION AND SYSTEMS.

D. THE U.S. ARMY FORCE MANAGEMENT SUPPORT AGENCY (USAFMSA) WILL UPDATE ALL

APPLICABLE TABLES OF ORGANIZATION AND EQUIPMENT (TOE’S), MODIFICATION TABLES

ORGANIZATION AND EQUIPMENT (MTOE’S) AND TABLES OF DISTRIBUTION AND ALLOWANCES

(TDA’S) TO ENSURE ALL DOCUMENTS REFLECT ARMY DIRECTIVE 2012-16 POLICIES BY

OCTOBER 2012 WITH EDATE’S IN 1ST QTR, FY13 OR BEFORE.

E. ACTIONS REQUIRED ARE:

(1) UPDATE THE DIRECT COMBAT POSITION CODES (DCPC) ON ALL IMPACTED TOE’S.

(2) FOR ALL MTOE’S AND TDA’S WITH A 1ST QUARTER, FY13 EFFECTIVE DATE (EDATE):

(A) COMPLETE OUT OF CYCLE (OOC’S) AND UPDATE THE IDENTIFICATION (IDENT) CODES.

(B) EDATE’S WILL BE ONE DAY LATER THAN CURRENT FY13 MTOE EDATE.

5. FOR ALL UNIT IDENTIFICATION CODES (UIC’S) THAT DO NOT HAVE A 1ST QUARTER

FY13 MTOE, USAFMSA MUST PUBLISH UNIT MTOE’S FOR EACH UIC IMPACTED BY ARMY

DIRECTIVE 2012-16, NLT 31 DECEMBER 2012, REGARDLESS OF UNIT DEPLOYMENT STATUS.

USAFMSA MUST DETERMINE IF AN OOC IS REQUIRED TO ENSURE ARMY DIRECTIVE 2012-16

IS APPROPRIATELY APPLIED TO ANY CURRENTLY APPROVED FY13 MTOE WITH AN EDATE AFTER

31 DECEMBER 2012.

A. SPECIFIED OOC MTOE’S WILL ONLY CHANGE THE IDENT CODES FOR APPLICABLE

POSITIONS. NO OTHER NOTIFICATION OF CHANGES (NOFCS) OR APPROVED BASES OF ISSUE

PLANS (BOIPS) WILL BE APPLIED.

B. EDATE’S FOR SPECIFIED OOC MTOE’S WILL BE OCTOBER 2012 FOR ACTIVE COMPONENT

UNITS AND SEPTEMBER 2012 FOR RESERVE COMPONENTS, WHICH WILL ALLOW ASSIGNMENT OF

FEMALE SOLDIERS TO THESE POSITIONS AT THE START OF FY13. THESE UNITS MAY ALSO

NEED AN ADDITIONAL UPDATE IF AN APPROVED MTOE WITH A LATER FY13 EDATE ALREADY

EXISTS. IF SO, UPDATE WITH A ONE DAY LATER EDATE.

C. SECTION 1 OF THE MTOE MUST CONTAIN THE FOLLOWING NARRATIVE: “THIS OOC MTOE

WAS PRODUCED FROM HQDA APPROVED TOE XXXXXXXXX, APPROVED X XXX XX, AND IAW HQDA

GUIDANCE FOR IMPLEMENTING ARMY DIRECTIVE 2012-16, (CHANGES TO ARMY POLICY FOR

THE ASSIGNMENT OF FEMALE SOLDIERS). THE ONLY CHANGES MADE WERE TO THE IDENT

CODES FOR APPLICABLE POSITIONS.”

6. THIS MILPER MESSAGE IS EFFECTIVE UPON RECIEPT.

7. THE DEPUTY CHIEF OF STAFF, G-1 IS THE PROPONENT FOR THE ASSIGNMENT OF

FEMALE SOLDIERS AND IS DELEGATED THE AUTHORITY TO APPROVE CHANGES TO THIS

POLICY. THE DEPUTY CHIEF OF STAFF, G-3/5/7 IS THE PROPONENT FOR AR 71-32 (FORCE

DEVELOPMENT AND DOCUMENTATION CONSOLIDATED POLICIES). IN ALL INSTANCES WHERE

THE GUIDANCE IS IN CONTRADICTION WITH AR 600-13 OR AR 71-32, THE GUIDANCE IN

ARMY DIRECTIVE 2012-16 TAKES PRECEDENCE. THE POLICY CHANGES IN ARMY DIRECTIVE

2012-16 WILL BE INCORPORATED INTO FUTURE REVISIONS OF AR 600-13 AND AR 71-32.
